Bilfinger signs Framework Agreement for Drinking Water Engineering Services with Waternet as one of the partners

On December 8, 2025, Waternet and the ROK partners (Arcadis/IV, HaskoningDHV, Helder! (Ramboll, IA Groep B.V., Aveco de Bondt, Dutch Process Innovators), Sweco, Witteveen+Bos/Bilfinger) signed the Framework Agreement for Engineering Services for Drinking Water (ROK-ID DW 2024–2032). This marks an important step in how we will work together in the coming years to expand and maintain Waternet’s drinking water supply.

We are proud to partner with Witteveen+Bos over the next eight years to deliver projects within the drinking water chain for Waternet.

What is the ROK-ID DW?

The ROK-ID DW is a multi-year collaboration agreement between Waternet and selected engineering firms, including Bilfinger, for providing engineering services within the drinking water chain. The goals of this collaboration are:

  • Deliver renovation and new-build projects smarter, faster, and more predictably.
  • Increase production capacity through better control of programming and effective collaboration.
  • Accelerate professionalization and innovation through, among other things, SE standardization, BIM/3D, and digitalization.
  • Lay a solid foundation for a robust drinking water supply beyond 2032.

What makes this collaboration special?

  • Joint control over programming: guided by Waternet’s Multi-Year Investment Program (MIP), but flexible when needed.

With this Framework Agreement, we are taking a joint step toward a future-proof drinking water supply—for today and for generations to come.
