Public private partnership in the United States: Bilfinger consortium preferred proposer for €800 million project

A consortium consisting of Bilfinger, Vinci and Walsh has been selected preferred proposer for the delivery of the Ohio River Bridges Project’s East End Crossing, an infrastructure project connecting Louisville, KY with Southern Indiana across the Ohio River. The project has a volume of approximately €800 million and comprises design, financing, construction, operation and maintenance over a period of 35 years, running from substantial completion. The three companies each hold a one-third share in the project company. During the operating phase, the project company will receive a contractually fixed fee from the state based on its performance under the contract.

Bilfinger will make an equity investment of €20 million and contribute its extensive expertise in the management of complex international PPP projects while construction will be undertaken by the companies Walsh and Vinci with Jacobs providing the engineering works. "After completing a number of major infrastructure projects in Canada, we have now managed to impressively enter the PPP market in the US with the East End Crossing", says Thomas Töpfer, Member of the Executive Board at Bilfinger.

At the core of the project is a 800 meter cable-stayed bridge as well as a 500 meter tunnel and 19 further bridge structures. Existing access roads and related infrastructure will also be expanded.
