District administration office in Unna opens:
Following rehabilitation and remodeling, Bilfinger Berger now takes over long-term operation
On August 25, 2006, with Federal Finance Minister Peer Steinbrück on hand, the district administration office in Unna was festively handed over to its tenant in a special session of the local parliament. The administration building, which was rehabilitated and expanded by Bilfinger Berger on the basis of a public-private partnership (PPP) model, will now be operated by the Group for a period of 25 years. This also includes the maintenance and operation of two additional properties in the city of Unna which belong to the district. Financing partner is the KfW IPEX Bank, the investment volume is €24 million.
In Germany, interest in public-private partnerships in public-sector building construction has grown considerably. There are currently more than 30 projects with a total investment volume of €800 million in the realization phase, and 100 more are being planned. Efficiency gains for the public sector over the life cycle of a building can be as high as 20 percent as compared to traditional approaches. The federal government in Germany has repeatedly stated its goal that, in the future, 15 percent of investments made by federal, state and local authorities should be carried out using PPP solutions.
Bilfinger Berger has many years of experience in privately-financed concessions projects in public-sector building construction. The regional focus in this business is in the United Kingdom and Australia, where the Company builds and operates numerous buildings in the education and health care sectors as well as in the prisons system.
Bilfinger Berger pursues a long-term growth strategy in this segment. The Company's portfolio will provide long-term stable cash flows and an attractive return on equity over the term of the projects.
